Tim is seen briefly in jail at the beginning of the first episode of season five, and returns in the final four episodes of the series. He is the son of Walt Riggins and best friend of Jason Street. Tim and his brother Billy open an autobody shop, Riggins' Rigs, but business is very slow. After dropping out of college, Tim originally thinks he can live with his brother Billy and his new pregnant wife Mindy but soon learns that is not the case. They both toast each other stating "Texas Forever," mirroring Tim and Jason Street's quote in the pilot episode. In the season four finale, "Thanksgiving," Tim realizes that his brother needs to stay and provide for his family and turns himself in to the sheriff's office and takes full responsibility for the chop shop, even though it is not his doing.
Things don't go so well and Tim leaves. He is initially in an on-and-off relationship with Tyra Collette.
Tim says that he has dreams too, and suggests maybe one day their dreams can merge together, to which Tyra smiles. With her help, they ultimately talk Jason out of it and help him see that his life is still worth living even in a wheelchair. He copes with many of his problems through promiscuous sex and heavy drinking. Friction occurs between the couple when Tim, now a senior, begins to attract serious interest from various colleges. He is angry at Billy, because he feels that Billy has not done everything that he could to get his life in order. Tim's final scene in the series is that of he and Billy building Tim's home on his property. He befriends her daughter Becky and helps her through many hard times and supporting her with her pageants.
